The Heights District is rich in parks, schools, and open spaces. Its mix of commercial businesses, non-profits, and service organizations provide essential social support for Vancouver’s diverse communities.
VIA Architecture teamed with GGLO to facilitate The Heights District Subarea and Tower Mall Redevelopment Area Plan in Vancouver, WA. The 18-month long process resulted in formulating a vision plan for the 206-acre Subarea, and the 56-acre Tower Mall Redevelopment Area centering on the urban regeneration of the 1970s’s era Tower Mall and Town Plaza properties.
In 2018, the City of Vancouver initiated a community-based planning process for The Heights District. The process invited community members representing various interests and an appointed citizen advisory committee to define community priorities and articulate a unified vision for this new mixed-use neighborhood center.
The plan direction was to create a vibrant urban neighborhood consistent with the City’s Comprehensive Plan and future growth in the community. Strategically located on the future Mill Plain BRT corridor, the Tower Mall Redevelopment Area is well positioned to become a new neighborhood destination in the City.
The Heights Subarea Plan, Tower Mall Redevelopment Area Plan and Environmental Impact Study-Planned Action Ordinance (EIS-PAO) is due to be adopted by the City Council in December 2019. The City’s next steps will include a land use zoning code amendment, adoption of the project Design Guidelines and Sustainable Development Program, and the creation of development agreements among the various property owners who have a stake in the redevelopment of the Tower Mall redevelopment.
